The \f(CW\*(C`Template::Namespace::Constants\*(C'\fR module implements a namespace handler
which is plugged into the \f(CW\*(C`Template::Directive\*(C'\fR compiler module. This then
performs compile time constant folding of variables in a particular namespace.
